The Rarest Ore in the Game?
In terms of single-block rarity, Emerald ore is actually rarer than Diamond. This is because emeralds only spawn in one specific biome category: Mountains. If you aren't under a jagged peak or a meadow, you'll never find a single emerald block.
While they are rare in the ground, they are the game's primary currency for villager trading. Having a stack of emeralds is like having a key to every enchantment and item in the game.
The Mountain Rule: Y=232
Emeralds generate in a triangular distribution that peaks massive high in the sky. If you are standing on a mountain peak at Y=232, emeralds are everywhere. You can often find them exposed just by walking around the snowy slopes.
As you go deeper, the concentration drops off sharply. By the time you reach sea level (Y=63), emeralds are a rare treat. Below Y=0 (Deepslate), they are one of the rarest sights in all of Minecraft.
